生态补偿是指生态系统服务功能的受益者向生态系统服务功能的提供者支付费用的机制,其理论依据主要有自然资本论、外部性理论、公共物品理论等。生态补偿的主体是依法有进行生态补偿的权利能力或负有生态补偿职责的国家、国家机关、法人、其他社会组织以及自然人。生态补偿的客体包括自然资源、生态环境和主体所从事的各种保护生态环境、自然资源的行为。生态补偿方式主要有公共财政补偿方式和市场机制补偿方式。生态补偿标准主要涉及生态补偿客体的自然资本、生态服务功能价值以及环境治理或生态恢复成本。
Abstract：The payment of ecosystem service means the mechanism by which the beneficiary of ecosystem service pays the cost to the provider of ecosystem service.The theoretical bases of it are natural capital theory,externality theory,public goods theory,etc.The subjects of ecosystem service are state,state organs,legal persons,natural persons and other organizations.The objects of it are natural resources,eco-environment and all sorts of eco-environmental protection behaviors.The ways of ecosystem payment are mainly fiscal subsidiary and market mechanism.The standards of ecosystem service involve natural capital,the value of ecosystem service and the cost of eco-environment restoration.
