本文以中国制造业2000-2005年29个行业数据为例,构建了产业受保护程度指数和产业技术创新能力指数等无量纲化变量,实证研究了地方保护和市场分割对产业技术创新能力的影响,发现地方保护和市场分割制约了制造业技术创新能力的形成和提升。打破地方保护和市场分割,形成全国统一大市场和规范有序的市场竞争秩序,能够激励企业增加技术创新投入,从而提升产业技术创新能力,增强产业市场竞争力。
Abstract：This paper constructed two dimensionless variables,the industrial protected index and the industrial technological innovation capacity index,and studied the relationship between local protectionism and the industry's ability of technological innovation by taking the data of 29 manufacturing sectors in China from 2000 to 2005 as an example.It is found that local protectionism and market segmentation constrain the formation and upgrading of industrial capacity of technological innovation.Enterprises should be encouraged to increase the input on technological innovations,upgrade the industrial capability of technological innovation and enhance industrial competitiveness advantage by breaking local protectionism and market segmentation and forming a national unified market with orderly market competition.
